I know everything that is needed and how much it is going to cost.
The rent is $495 a month, I would like it at $400-425 a month
How can I negoiate with him to get it lowered without trying to be mean or rip him off?

There’s no harm in asking. Don’t worry about ripping him off.
Mobile homes are usually undesireable rentals, so the owner may be willing to negotiate. Worse case, he says no.

If you want to negotiate you need to stick with it being higher then the market will allow (he will know, it will go months vacant if too high).
I would not start with the list of things you want them to remodel for you. Remodeling usually means RAISED rent, not lowered.

You should always look for the “Best Price … Best Product” when renting. Why would you rent something that needs so much work? The Landlord is the one that is responsible for the repairs.

Try asking the landlord if he will lower the rent if you do some of the work (labor only with landlord providing materials). Be sure to figure the hours it would take to complete the job at a reasonable hourly pay rate. That way you have lower rent and the property will be fixed up also. Win – Win situation.

You say they’re desperate to rent, so make a counter offer.
You also say you want things fixed–do you want to do it or is the landlord to pay for it?
If he agrees it should be done, are you handy? Perhaps you can agree to make x improvements for the lower rent rate–you’ll have to hammer that out in writing.
Even if you’re paying him less than he wants it beats NO income and if the property is improved to boot that sounds like a reasonable trade-off.

With all the repairs that are required, it sounds like your figure is probably well within reason.
